Mike Lane undertook a three-month interim programme manager role for Network Rail. The role concentrated on overseeing the post-transition phase of Network Rail’s insourcing of its High Output Track Renewals (HOTR) team. Network Rail commenced HOTR activities in 2004 replacing rail, sleepers and ballast using a professional workforce and factory-like trains working in short duration overnight access windows.
The insourcing transition incorporated 507 individuals across a complex multi-stakeholder environment combining people, process and technological change. Mike’s post-transition role focused on ensuring processes were effectively returned to ‘business-as-usual’ in the months following transition. This included the development of a detailed action plan across 12 different themes from finance and HR through to competency management and safety validation.
